he first impression of Naoto would be cold and distant. Indeed, it seems so. She rarely is the one to show her emotions to people. Even when she’s intimidated or shocked, she is someone who doesn’t show it to her opponent. One can compare her own personality with that of Fuyumine.
However, there are times when the shock overwhelms her to a point where she becomes lost and confused. The moment she lays eyes on Fuyumine's body in a pool made by his own blood, her face contorts into one that is not seen on her face too often, and she is left speechless.
Naoto's personality is also similar to one of a child. At one point in the story (specifically Ch. 20 of Dogs: Bullets & Carnage), she calls out to the deceased Fuyumine, seemingly confused and lost.

Who should I cut...?

A rare glimpse of emotion is after Fuyumine is dead and the defeat of Magato. In this scene, Naoto is seen crying, which puts a rather bittersweet touch on their relationship with one another. Arguably, it must be one of the best scenes in the story. The fact that she had hated Fuyumine up until now was the real shove past her own cold and stoic demeanor.
